This snapshot is the first of its kind undertaken by the Victorian Skills Commission (VSC) and is based on elements of the VSC's successful Regional Skills Taskforces conducted in the Mallee [available in VOCEDplus at TD/TNC 133.933] and the Great South Coast regions [available in VOCEDplus at TD/TNC 137.227]. The South East Melbourne Region of metropolitan Melbourne, encompassing the City of Dandenong, City of Frankston, City of Monash, Cardinia Shire, Mornington Peninsula Shire, City of Kingston and City of Casey is growing rapidly. A supply of highly skilled local workers is critical to underpin this growth and the vocational education and training (VET) system has a key role to play. However, the VET system and training delivery is not always aligned with the current and future skills needs of local employers. An employer-informed response can improve this alignment and help address current and emerging skills shortages, thereby ensuring that workers in the South East Melbourne Region are skilled, productive and employable.

The South East Melbourne Region has approximately 83,500 businesses and approximately 500,000 full-time and part-time jobs, which accounts for 18 per cent of all jobs in Victoria. The economic profile of the region reflects strengths in four key sectors: Manufacturing, Construction, Retail Trade, and Community Services and Health (CS&H). The logistics and tourism sectors are also expected to support future growth, particularly due to the geography of the region (proximity to well-connected transport routes, port access and cheap land) and its rich natural environment. The region is also seeing growing demand for locally produced high-value agricultural goods (including high-quality wines and other foods), giving local Food and Fibre businesses the opportunity to expand operations. While the outlook of local industries across the South East Melbourne Region is positive, its economic potential is dependent on the region's capacity to address existing workforce challenges and shortages.

This small research project's proposal was to research the educational needs of isolated rural women with a view to developing and trialling appropriate learning packages that effectively utilise the satellite technology newly available at the Sunraysia College of TAFE.

The project assumed that rural women would embrace the opportunities for their further education and training through the use of the recently installed satellite dishes at the outreach centres established by the Sunraysia College of TAFE.

It was found that for these women, satellite technology was not the appropriate medium. However, it is untested as to whether this variable (satellite technology) is the influencing factor, or whether a combination of other variables (i.e. increase in fees, course reductions, rural downturn, costs associated with satellite delivery) influenced the responses of the participant audience. This document is intended to look at vocational education and trainig (VET) in relation to small business, specifically in the Bendigo region of Victoria. Small businesses were chosen at random and surveyed. It must be noted that the resulting outcomes of the research are considered unreliable due to the poor response rate from surveys and interviews, however it does present some data about the VET needs of small business in rural Victoria and offers recommendations. The purpose of the profiles is to provide a robust evidence base of skills and workforce demands to guide education and skills responses in the region. It draws on a wide range of data and information supplemented by insights and experience of key local stakeholders, brought together as a Regional Skills Taskforce and industry roundtables. This profile focuses on the three-year outlook for the Gippsland region, and the education and training opportunities that can assist in developing the required workforce. Whilst the profile acknowledges that many factors contribute to economic development, this work is centred on the skills and training responses (to engage, train and retain the workforce) rather than other levers that are also essential to secure labour and ensure the region's prosperity.

Gippsland covers a vast area from outer eastern Melbourne to the eastern-most point in Victoria. It encompasses the local government areas of Latrobe City and the Shires of Bass Coast, Baw Baw, East Gippsland, South Gippsland and Wellington. The region is home to the Gunaikurnai, Bunurong, Wurundjeri and Taungurung Nations, who have lived, worked and cared for their Country and resources for many thousands of years. Gippsland had a resident population of 300,664 at the time of the 2021 census with recent growth exceeding population projections at 1.6 per cent in 2020-21. After a turbulent period of natural disasters, the pandemic, and rapid and anticipated transitioning of the energy and resources industries, Gippsland is poised for growth. It is well positioned to reap the benefits of the State Electricity Commission and clean energy, a growing population, the return of tourists, infrastructure investment, and increasing consumer demand for food and fibre products.

Historically, Gippsland has been Victoria's fossil-fuel based energy production powerhouse creating a skilled workforce and significant infrastructure. This makes it an ideal location to lead the transition to clean and renewable energy sources. The region has an abundance of natural resources, which underpins the energy and mining industry and nature-based tourism. Demand for service-based industries is across the sectors of food, retail, health care and community services, and utilities. An expansive land base supports a competitive advantage in food and fibre industries, which supply the local manufacturing industry to meet domestic and export demand. The three-year employment projections show significant demand for workers in the region - with more than 7,750-10,500 additional new workers required in the three years between 2022 and 2025. At least 6,000 workers will also be needed to replace retirements.

This folder contains 12 leaflets outlining the first set of projects conducted under Victoria’s Benchmarking for Educational Effectiveness Program (BEEP). They provide an overview of each project and the resulting products to be developed. Included is information on who was involved in the project, the process undertaken, outcomes, and how project findings can assist individuals and organisations to improve the quality of their products and services. This program is the first of its kind in Australia to focus on the core business of the VET system. That core business is the provision of high quality, vocational education and training. The folder also contains 11 four page brochures about the projects, a ‘Program overview’ brochure, and a ‘Broad specifications and guidelines’ booklet. Show less

An Expert Panel was established in March 2011 to develop a Gippsland Tertiary Education Plan. This initiative responds to the 2009 Higher Education and Skills report advising on the development of the Victorian Tertiary Education Plan, which confirmed there was an appreciable gap in participation and attainment levels between large parts of Melbourne and regional Victoria. This discussion paper represents the next step in the dialogue on tertiary education provision in Gippsland and presents a number of choices to create more local options that are viable for all students. This will include building on existing partnerships and strengthening articulation arrangements between providers, but it may also involve new arrangements. Through a series of open and targeted sector consultations, the panel will be seeking to meet with interested parties across Gippsland in August 2011. Show less

This paper presents forecasts of growth, net replacement needs and net job openings to 2006 in Australia by the nine-way groupings of occupations first defined in Maglen and Shah (1999) [available in VOCEDplus at TD/TNC 57.25]. It shows the way demand for labour is likely to be affected by technological change and globalisation. In this paper, Shah and Burke draw on the terminology in employed Maglen (2001) [available in VOCEDplus at TD/TNC 68.192] to describe the nine groups of occupations. The authors first review the Maglen (2001) classification of occupations, then discuss some conceptual issues regarding replacement needs and job openings before presenting and discussing estimates of job openings for new entrants to occupations. A nation that pursues a knowledge-based approach to economic growth might be expected to view its skill base as an important component of this strategy and the rate of accumulation of trade skills as an important part of the skill formation story. Australia, in common with many other countries, has experienced an uneven rate of trade skills formation over time. This paper identifies the emergence of a skills shortage in the electrical and associated occupations in Victoria over the last decade. Three key issues emerge. The first is the downward trend in the number of apprentices being trained in Victoria. The evidence shows that the accumulation of electrical trade skills in Victoria is occurring at a much slower rate than in other States. State specific factors provide at least part of the explanation for this. On the question of whether apprenticeship training is becoming more equitable by being more accessible to minority groups, the evidence shows that women and other disadvantaged groups are not becoming better represented within the apprentice population. Finally, the paper presents arguments about the nature of the skills shortage and provides an estimate of the size of this shortage.

Focus '92, the second phase of the TAFE Program Development Plan, represents the first attempt in Victoria to survey the whole State in order to ascertain needs and priorities. this volume follows Volume 1 - An outline of the Approach (December, 1982). It collates the summary data for each region and preceds a further volume of the complete data. there are four tables for each region: the percentage distribution of program types; the percentage distribution of fields; the extent of overlap between community, industry and provider; and the reasons respondents gave for their choices. The aim of the project was to examine ways by which OTFE might improve its assessment of the likely demand for training particularly in the medium to long term. The project focuses on the information needs for assessing demand. The project includes consideration of forecasts of training needs but also a range of other quantitative and qualitative information. Show less
