This chapter describes the development of a strategy to assist in the successful implementation of the Electrotechnology Training Package delivered by the Electronics and Information Technology program at Torrens Valley TAFE in South Australia. A key element of the strategy is its focus on the integrated development and assessment of key and vocational competencies, with learner self-assessment being a crucial component of this. One of the key factors in the success of the strategy so far can largely be attributed to the role of 'validated self-assessment', whereby learners assess their own competence in a particular generic skill. Validation by teachers provides the quality assurance and formal recognition for the learner to prove their capabilities.

This paper argues that training packages are management tools that are built upon a particular school of management theory entitled Scientific Management. The author suggests that training packages have little to contribute to the learning process and are, instead, highly detailed job descriptions. The paper begins with an overview of Scientific Management as a context for the discussion of the link between training packages and Scientific Management which follows. The parallels between Scientific Management and training packages are examined in terms of the themes of 'specialisation', 'deskilling and assessment of skill/knowledge' and 'quality'. The author also considers the relationship between Scientific Management and the Australian Qualifications Framework (AQF) and procedures such as Recognition of Current Competencies.

This paper looks at a range of policy instruments that have been introduced into Australian vocational education and training (VET) in recent years with the aim of strengthening the place of assessment and formal learning in workplaces. The key policy shifts are: (1) the introduction of training packages; (2) the creation of registered training organisations (RTOs); and (3) development of enterprise in-house programs aimed at training and skill formation. Issues of workplace assessment and the formal system, such as consistency, flexibility and relevance, underpinning knowledge and quality of trainers are also discussed. Findings from case studies carried out in five organisations are given. The paper argues that there is not a single understanding of what the work based training and assessment approach means nor one single method for establishing and implementing such a system but there is a set of common features which work together to support the approach and which include: (1) a set of performance or competency standards to which the work based skill acquisition and assessment program are linked; (2) the availability of suitable personnel to implement and support such a program; and (3) linkage with an organisational reward program.

The kit has been designed and developed to facilitate the effective delivery of industry based training using Training Packages for workplace trainers, assessors, training providers, employers and unions in forestry industries. This resource has been developed by Mary Adams (ALIO, TAFE NSW) in association with a number of literacy/numeracy consultants and forestry industry personnel. It details the responsibilities of workplace trainers in ensuring that all workers are able to access training that enables them to achieve the required competencies, and gives suggestions as to how this can be achieved. Included in the resource is information about Training Packages and explanations of their endorsed and non endorsed components. The text also includes valuable information on how to think about language, literacy and numeracy in the workplace and how features of language, literacy and numeracy can be considered and integrated within industry training packages. Section three is concerned with the preparation and delivery of effective training. It details how to prepare for training through the conduct of needs analysis, and then goes on to highlight aspects that need to be considered (resources, equipment, space etc.), and gives trainers a format for developing cohesive and effective learning activities. The fourth section deals with issues of assessment as they relate to workplace training, e.g. who can assess, and what evidence can or might be used in the conduct of assessment. This section also gives workplace trainers some dos and don'ts of how to assess. The final section details a range of key contact services, as well as further industry and associated industry resources that may be useful to trainers in the development of their site specific training program.
