This research explores the potential for developing instruments that assess and acknowledge the wider benefits of learning for adults participating in non-accredited community adult language, literacy and numeracy programs. The research comprised three stages: (1) a review of national and international research; (2) a number of potential assessment instruments that could be used to assess and acknowledge the outcomes of learners in non-accredited adult language, literacy and numeracy programs were identified; and (3) the selected instruments were trialled and evaluated in the field at the partner sites. The instruments tested in the study take account of the diversity of learner needs and motivations. The study found that a range of instruments and approaches would probably be required to assess and acknowledge learning outcomes that are specific to particular learners or cohorts of learners. It highlighted that these assessment methods can bring benefits both to the learner and the tutor, especially when they are completed jointly in ways that inform learning plans and aim at building self-confidence. Recognition of prior learning (RPL) provides formal recognition for vocational knowledge or skills gained on-the-job or as a result of other informal or unstructured learning experiences. RPL, if granted, can count towards completion of recognised vocational qualifications. RPL provides a range of potential benefits for both learners and providers of technical and vocational educational and training (TVET) but also presents challenges. Assessment for RPL is invariably individualised and one-off rather than the more usual mass-assessment situation. This has implications for both costs and validity, including maintenance of consistent assessment standards. RPL also poses difficulties for the conventional models for publicly funding TVET, which generally assume that learners will typically engage in learning activities for a period of time and be assessed at the end. By contrast, RPL involves an up-front assessment, turning the conventional assessment situation on its head. Since the early 1990s, promotion of RPL has been a major policy objective of the Australian TVET system. Progress has been made and awareness has increased but to date the take-up of RPL has not met expectations. This paper will review the current situation with a particular focus on the issues thrown up by RPL assessment and recent Australian government policy initiatives designed to address them.

This paper aims to contribute to the discussion on the quality and accessibility of underpinning knowledge in competency-based training, using the Vocational Graduate Certificate and the Vocational Graduate Diploma in Educational Design in a Queensland TAFE institute to examine how the ‘traditional’ knowledge and theory associated with higher-level qualifications can be accommodated within the framework of competency-based training and assessment. The first section of the paper draws on research literature to set the context for questions of knowledge. The paper then explores how vocational education might fit into contemporary interpretations of intelligence and knowledge and uses the development process of the new educational design qualifications to illustrate the notions of knowledge explored. Key aspects are examined of the debate in vocational education and training (VET) research concerned with the capacity of competency-based training to provide access to theoretical knowledge. Finally, the paper draws on feedback from the six members of the Curriculum Development Advisory Committee about the development process, including their reflections on how suitable the qualification is likely to be as an alternative graduate pathway and how well the skills-knowledge mix in the qualifications has been achieved. What emerged from posing those questions was an understanding that the competency-based framework can harness dimensions of learning and contemporary ideas of working with knowledge. It is suggested that these qualifications can offer a distinctive alternative to universities. However, informal observations and comments rate high-level VET qualifications as poor cousins to their university counterparts, and general attitudes reinforce this relationship. A repositioning of VET in the arena of higher-level qualifications could change public attitudes and popularise contemporary understandings of knowledge and learning. Show less

The National Reporting System (NRS) was developed to report the outcomes of English language, literacy and numeracy provision in Australia's vocational education and training and adult and community education sectors, and in labour market programs. Since its introduction, however, the NRS has been used as more than a reporting tool. It has also been used for setting standards and for curricular and assessment purposes. This publication, based on a literature review and interviews, examines the strengths and weaknesses of the NRS and identifies options for more in-depth exploration and development in a full review of the NRS. This scoping study finds that there is considerable support for the NRS, but that it needs to be updated. The key messages to emerge from the study are that: the NRS for adult English language, literacy and numeracy has influenced the content and emphasis of literacy and numeracy curricula nationally, and played a role in the literacy and numeracy aspects of training packages; those interviewed for this study all agreed it was time for the NRS to be reviewed; and it was felt that a review would provide an opportunity to streamline the conceptual framework, develop a set of user-friendly support materials, revise the rules for reporting within Commonwealth programs, consider how best to provide adequate and ongoing professional development, with an opportunity to build national ownership of outcomes, and further explore ideas for broader applications.
