The Brotherhood of St Laurence’s 2010 Community VCAL (CVCAL) program was tailored for young people aged 15 to 18 who had experienced barriers to education, often leading to expulsion or ‘exiting’ from mainstream schools. Located in Frankston, the program delivered the Victorian Certificate of Applied Learning [VCAL] - a Years 11-12 certificate course which combines classroom tuition with vocational training and work placements - in a community setting rather than a school. The evaluation of its inaugural year found that, notwithstanding some challenges, the 2010 BSL-CVCAL program made a significant difference to the lives of most of its students.

In 2012 the Brotherhood of St Laurence received funding from the Lord Mayor's Charitable Fund to develop, pilot and evaluate a foundation level Certificate 1 in Developing Independence (DI) for young people aged 16-25 who were at risk of, or experiencing, homelessness. The course was specifically developed as a key component of an innovative learning and supported accommodation program in Victoria known as Education First Youth Foyers. Foyers provide secure accommodation for those facing homelessness, as well as links to vocational training, careers guidance and other supports.
This report presents the key findings of a process evaluation of two distinct pilots of the DI course. The DI certificate course was designed to assist vulnerable young people, especially those at risk of homelessness, to (re)engage in education, training and employment. The first pilot was trialled with 11 young people recruited via homelessness services, and was conducted as an e-learning program using tablet computers with support provided via telephone; the second involved 30 young people and was delivered by the staff at the new foyer on the Holmesglen TAFE campus. The evaluation of the two pilots was intended to provide independent evidence which would inform the continuing development of the course, including mode of delivery, content, timing and place of delivery.
The research questions the evaluation set out to address were: What progress can young people make using such variations of the DI model? How can such programs effect change in multiple areas? What issues need to be considered when attempting to replicate the DI model? What recommendations can be made to providers and policy-makers in relation to providing this or a modified version of the certificate? For all the difficulties encountered, findings suggest that the DI can play a vital role within a foyer context by enhancing a young person's capacity to engage in further education and employment. It can do so by developing a variety of life skills; and this, in turn, is likely to open up a greater array of opportunities than were previously available.

In Frankston, the Brotherhood of St Laurence has developed a program for 15 to 18-year-olds who have faced barriers to mainstream education. Students undertake the Victorian Certificate of Applied Learning, which combines classroom tuition with vocational training and work placements, in a community setting. The second-year evaluation found that the CVCAL model can have a profoundly positive impact on 'at risk' young people, though it has its own distinctive challenges.

This report evaluates a pre-Community [Victorian Certificate of Applied Learning] VCAL ‘Taster’ course offered at the Brotherhood of St Laurence’s Frankston High Street Centre. The course engaged young people who were seriously disaffected with school education, and who were facing their transition to adulthood without having acquired important skills. It provided valuable literacy, numeracy, vocational and social skills tuition, as well as the experience these students needed to make judgments about continuing vocational or further education.

Persistent low completion and participation rates of young people in [vocational education and training] VET - particularly those from low [socioeconomic status] SES communities - pose significant challenges to policymakers and VET practitioners alike. [The presenter] present[s] early findings of research now underway into the factors that impede or facilitate participation, engagement and completion of vocational training, with a particular focus on young people at the margins of the system. The settings are Victoria, Queensland, and Tasmania. The research looks at distinct phases of the young person's experiences, from intent to enrol, to the quality of their enrolment experience, and then the level of engagement and completion. This presentation will report on the analytical framework [the presenter] devised that can shed light on these phases. It will also convey insights gleaned from initial consultations, interviews and focus groups with intermediary agencies and services who are in close proximity to these young 'hard to reach' people. These consultations precede direct interaction with young people. Included will be young people who have commenced, but not completed, vocational training as well as those who may have balked at undertaking training.

Leaving school early can have significant negative effects on an individual's employment and life prospects. Vocational education and training (VET) can provide young people with the skills to improve their employment opportunities. But many young, early school leavers are shunning this option altogether, or dropping out of VET before completing a qualification. This research looks at why young, early school leavers are not considering VET as a means of gaining skills, and why, if they do start a VET course, some disengage and drop out.

This report provides background research to support the development of a training and employment intervention for young unemployed Victorians. It draws upon literature and information from a range of sources to provide context for youth unemployment; an overview of present and future employment opportunities at the national and local levels; and evidence regarding the effectiveness of programs which seek to support young people's transitions from school to work.
The report commences by outlining the broad challenges faced by young jobseekers, and by those seeking to mitigate youth unemployment. Section two presents an overview of the changing nature of the labour market, and the expectations of employers. Section three draws lessons from research about the provision of vocational training to young people, identifying 'what works' in preparing young people to gain employment through the use of formal vocational training. Section four focuses on factors that are most likely to enable or inhibit a young person's transition into sustainable employment. Of particular importance here are effective work experience programs and how to engage employers. It concludes with some lessons from the experiences of apprentices and trainees about how to improve retention of young people in employment. Each section presents information from a range of settings - international, national and local (specifically the south eastern region of Melbourne). The report notes that understanding this range of contexts is essential to addressing the opportunities and challenges in attempting to support young people into work.

Operating in Frankston since 2010, it enables 15-18 year olds who have encountered significant challenges to undertake the Victorian Certificate of Applied Learning [VCAL], a course which combines classroom tuition with vocational training and work placements. This report describes the evolution of this integrated approach to assisting young people through teaching, wellbeing and pathways support in a non-school setting.

Educational pathways for young people cannot be viewed as a linear progression through primary, secondary, and tertiary level institutions. The number of young people aged between 15-19 who have not attained their senior school certificate, and who are undertaking vocational education and training (VET), exceeds 127,000. Yet, vocational training can also be complex, undertaken within and beyond the mainstream secondary school context, and often in both simultaneously. In addition, we can no longer assume that vocational training for young people will take place solely within large, state funded institutions such as TAFEs. A greater reliance by state and federal governments on market driven funding models - as well as on subsidised training entitlements - has contributed to a rapid growth in the number of private commercial registered training organisations (PCRTOs) that are training the 15-19 year old cohort. Little is known about how this much commented upon provider type approaches the training of 15-19 year olds, and particularly those that had failed to attain Year 12 level.
This presentation conveys findings of the National Centre for Vocational Education Research (NCVER) funded research into the role played by PCRTOs in delivering entry-level programs (Certificates I and II) for 15-19 year old early school leavers. It draws on nation-wide semi-quantitative surveying of private providers, interviews with industry stakeholders, and with those working in case study PCRTOs in Victoria, South Australia and Queensland. It shows how PCRTOs respond to the needs of early school leavers, as well as the role played by entry level vocational programs in this context. It will identify innovation and adaptation of conventional approaches to vocational training, as well as the changes that may be needed to ensure that this growing cohort of often disadvantaged learners achieve successful outcomes.
