The International Skills Training (IST) courses program was launched by the Australian Government in April 2017 to deliver non-accredited training courses specifically designed for the offshore international student market. IST courses have been developed by Australian Technical and Vocational Education and Training (TVET) experts and are approved by the Australian Government for delivery by quality licenced Australian Registered Training Organisations (RTOs). IST courses support global demand for quality training and assessment skills which bolster aspirations for economic growth. The International Skills Training (IST) courses have been delivered to over 800 learners across multiple countries and sectors, under a variety of funding models.
These case studies provide insight into how the courses can be delivered and how they meet various offshore skilling needs. The case studies are: Case Study - Kangan Institute in India and China; Case Study - Melbourne Polytechnic in Sri Lanka; Case Study - REACH For Training in India; and Case Study - TAFE Queensland in Latin America; Delivering Training and Assessment Programmes in Bhutan with TAFE Directors Australia, in partnership with TAFE QLD and Melbourne Polytechnic; Delivering Training and Assessment Programmes in India with Australia-AAMC Training Group; Delivering Training and Assessment Programs in India with Kangan Institute, in partnership with International Automobile Centre of Excellence (iACE); Delivering Training and Assessment Programmes in Myanmar with Melbourne Polytechnic; Delivering Training and Assessment Programmes in Pakistan with Melbourne Polytechnic.

The aims of the project were to: analyse the quality, currency and relevance of Essential Knowledge and Associated Skills (EKAS) specified in the core Competency Standard Units (CSUs) making up the electrician qualifications in the revised, National Quality Council (NQC) conditionally endorsed, Electrotechnology Training Package (UEE06); provide recommendations for revisions to Essential Knowledge and Associated Skills (EKAS); and provide recommendations for the inclusion of technologies not currently covered by CSUs in the Training Package. The work also included a review and mapping of the core CSUs for the electrician outcome to the sixty six (66) Essential Performance Capabilities (EPCs) adopted by the Electrical Regulators Authorities Council (ERAC) in its 2001 policy.

The resources and infrastructure industries are metalliferous mining, coal mining, drilling, civil infrastructure and construction materials (quarrying). They directly and/or indirectly employ approximately 530,000 people across Australia. The global demand for minerals has lead to a growing demand for Australia’s minerals. This demand is forecast to continue into the foreseeable future. This demand is driving Australia’s overall growth and with that a demand for civil infrastructure and construction materials. To support these thriving industries it is essential that we have an increasing number of competent people for the safe, effective and efficient conduct of performance in these sectors. It is estimated that the resources and infrastructure sectors will require 53,000 new recruits per annum to support this cycle of high economic growth.
The resources and infrastructure sectors have continued to apply their training packages as the basis of ensuring they have competent people for the safe, effective and efficient conduct of their operations and to meet regulatory requirements. However, because they primarily provide their own training on-site and sparingly use the publicly funded [vocational education and training] VET system the available accurate data on the present situation with and the future requirements for the application of the training packages is poor. It is therefore an important priority that the industries compile their own data and that this data is harvested and made available to establish an early warning system. The wide geographical spread of the industries, lack of concentration of potential candidates and variations in work organisation are key drivers in the need for well supported on-site training and assessment. The result is that a critical requirement identified in the environmental scan is the need for more high quality resources and support services for the implementation of on-site training and assessment in the resources and infrastructure industries. A major barrier to the acceptance of the competency based system is enterprise mistrust of the quality and consistency of assessment. More rigorous processes need to be put in place to ensure the quality and consistency of assessment.

National Energy Resources Australia (NERA), in association with Accenture, has completed the Australian Uranium Industry Competitiveness Assessment (ICA), including an Industry Competitiveness Framework (ICF) and Industry Competitiveness Score (ICS). The assessment considers the global uranium industry from exploration through to the production of uranium oxide concentrate (UOC). The ICS builds upon the recently released NERA Sector Competitiveness Plan (SCP) [available in VOCEDplus at TD/TNC 132.153], providing NERA with a datadriven analysis of how to effectively allocate and direct its resources to deliver maximum industry impact. It also delivers a baseline against which industry can measure performance in future releases. This report outlines the methodology utilised and the results and insights gained from the ICS.
