The current situation of prior learning assessment in New Zealand will be presented from a survey of polytechnics, industry training organisations, private training establishments, and colleges of education. The frequency of prior learning assessments with respect to vocational / subject areas, unit standards and NQF levels will be examined. Key aspects arising from the survey are support services for applicants, education of facilitators and assessors, and implementation issues. The paper will also explore critical issues likely to be significant in relation to the successful practice of the assessment of prior learning. Show less

This project surveyed purchasers of the 'Competency standards for assessment', which was endorsed by the Standards and Curriculum Council (9/95). Those standards document the competencies required of persons responsible for establishing, implementing, and/or managing assessment systems.
The survey determined that, overall, there is limited take-up of the standards. Those organisations which have or which intend to use the standards are those with a strategic approach to human resource management (HRM). Qualitative evidence suggests, however, a potential demand from organisations which have not yet implemented formal assessment practices. It is likely that the process of implementation may be accelerated by the development of an increased capacity to provide practical assistance and to ensure that current information is available to the training and HRM networks. This report is an executive summary of the ANTA funded project 'Mirrors and measures: report on the development of performance measures for teaching and learning in the vocational education and training sector' (TD/ANTA 82.57). Recommendations of that project were: VET organisations should promote and foster regular, formalised self-assessment for teachers and trainers; VET organisations should ensure ownership of the self-evaluation process by teachers and trainers; VET teachers and trainers should use the set of performance measures identified in the project to evaluate their teaching and training and to design and implement improvement strategies; a self-evaluation instrument should be developed from the performance measures that can be used by individual teachers and trainers and by teams. Many education systems, most of them in industrialised countries, have recently begun to show an interest in collecting information on students' learning outcomes as a result of their educational experiences. This interest has been demonstrated either by the development of national procedures to assess student achievement or by participation in international studies of student achievement. This document provides introductory information on means of assessing the learning outcomes of education systems. It examines the nature, choice, and use of indicators and describes several approaches to assessing learning outcomes in selected industrial countries (the United States of America and the United Kingdom) and developing countries (Chile, Colombia, Mauritius, Namibia, and Thailand). The authors also review systems of comparative international assessment and discuss the question of participation in these activities by developing countries. The text is supported by tables and an appendix containing a national assessment checklist. Show less

This paper reports on research on power within adult literacy assessment. It is presented in six chapters: chapter one provides an introduction to the research topic; chapter two examines literature in the area of power, discourse, literacy and assessment; chapter three outlines the methodology that was used for the assessments; chapter four describes the data, grouping it around the main themes of institutional power, the client-assessor relationship and the assessment interview discourse; chapter five provides an analysis of the data; and chapter six contains the conclusion and recommendations.

This research project involved enterprises and projects from the majority of Australian states and territories. The enterprises were a diverse group, ranging from very large (the Australian Public Service), to very small (the Transport and Storage Distribution Training Council in South Australia). Two of the projects were developed by small groups within larger organisations. These groups both came from Institutes of TAFE, one from Adelaide Institute and the other from Far North Queensland Institute. The enterprises included in the research project produced an equally wide range of projects. These ranged from entry-level training programs through to diploma programs, and represented a diverse range of industries. Information is included in the report about each enterprise's implementation of competency based training (CBT); the catalyst for the implementation process; the factors that helped and hindered the implementation process; and the manner in which the enterprises' implementation and reasons for implementation match the study propositions.
The research for the project highlighted industry's attitude and position in relation to training and assessment. The most dominant attitude espoused supports the notion that on- and off-the-job training is more efficient and effective when a work based learning model is followed. Off-the-job training is seen as only having value when it directly supports what occurs in the workplace. A number of enterprises argued that assessment to determine competence should only be undertaken in the workplace because competence is about workplace competence. This stance raises some concerns relating to the training of trainers and assessors. Some enterprises have trained their trainers and assessors according to the national competency standards in this area. However, this is an area which requires greater diligence on the part of enterprises if standards are to be met and maintained.

The apprenticeship system of training is gaining popularity. In developing countries there is increasing interest in the implementation of traditional apprenticeships as they are cost effective, train large numbers of youth and assist in the transition of youth from school to work. This paper studies Kenya’s traditional apprenticeship system and uses the experience of Vocational Training Institutions (VTIs) in Kenya to develop strategies for self-employment among VTI trainees. It describes the key characteristics of traditional skill training in Kenya and explores the strategies used for promoting self-employment in Kenya. It also addresses the policy implications of a training partnership between VTIs and the informal sector.

Due to the growing importance of small enterprise there is a need to create a widespread 'enterprise culture' in developing countries. Vocational Training Institutions (VTIs) can play a role in creating this 'enterprise culture' by integrating more business, self-employment and entrepreneurship concepts into vocational and technical training programs. The development of proper attitudes toward self-employment can complement instruction in vocational and technical skills. This paper highlights that technical training institutions have not traditionally offered entrepreneurship training, as their focus has been on skills training for employment. It provides guidelines for the reorientation of VTIs towards self-employment and the important elements of enterprise training for staff. It also highlights the importance of establishing and maintaining institutional linkages. Two brief case studies are presented, the first focusing on creating enterprise awareness at the Institute for Entrepreneurship Education in Illinois, United States of America and the other on entrepreneurship awareness in Kenya's Technical Training Institutes.
