This paper reports on the establishment and implementation of competency based training (CBT) in Australia. The introduction offers a brief overview of the participants in vocational education and training (VET) in Australia. The historical context of CBT in Australia is outlined and a decade of CBT in Australia is described. The effect of the 1994 Allen review of CBT (TD/VIC 39.18) is discussed, and the resulting establishment of the National Training Framework (NTF) is described. The opening up in the 1990s of the national training market to include significant numbers of publicly-funded non-government training providers as well as a smaller number of private training providers is briefly touched on, followed by a section on the introduction of training packages. Issues in assessment and the recognition of prior learning (RPL) are reported. The final section sums up the positive and negative effects of CBT in Australia, with some thoughts for the future.

The issue of quality in assessments has implications for both the credibility of qualifications and the competence of graduates who hold them. This publication reviews research done on competency based training (CBT), including information on the industrial and economic contexts that formed the backdrop for training reform in Australia. How teaching, learning and administration in vocational education and training (VET) has been affected by the implementation of CBT is looked at, and evidence about the effectiveness or otherwise of CBT taken from empirical studies conducted in Australia and overseas and from theoretical debates on the merits of CBT is presented. The review concludes with implications for further research, including a suggestion for a study comparing outcomes obtained by students prior to and after the implementation of CBT. Show less

The National Centre for Vocational Education Research (NCVER) was commissioned by the Western Australian Department of Training and Employment to conduct an evaluation of the implementation of the graded performance assessment trials being conducted in the state. This report outlines the findings, conclusions and recommendations that have been derived from this evaluation. The report is based on information collected from four major groups who participated in the study. The groups comprise: assessors/lecturers who have been responsible for implementing graded performance assessment using this model in their courses; members of the Project Reference Group; learners who have undertaken these courses; and employers of these learners. Information was collected using in-person interviews and questionnaires. The report includes separate sections for reporting and discussing findings from the four groups, the focus group, the grading exercise, and from analysing the assessment grades. Show less

This paper was presented at the third AVETRA conference. South Australian small business and office administration trainees, who started on-the-job traineeships during 1998, and all registered training organisations (RTOs) providing mentoring support services to these programs, were asked to respond to a questionnaire survey. Employers were selected randomly for in-person or telephone interviews. Practical skills, theory monitoring, determining competence and ensuring reliability and validity of assessments were topics covered in the discussion of the effectiveness or otherwise of this training. More than two thirds of trainees, employers and RTO mentors believed that on-the-job traineeships build appropriate work skills. Over two thirds would recommend this traineeship program to others. This study has shown that individual success rates may be variable. Providing opportunities for other employers and RTOs to learn from the training and assessment strategies used by those employers and RTOs who have substantial success in the delivery of on-the-job, is therefore recommended.

Competency-based training (CBT) has been fundamental to how accredited vocational education and training (VET) is delivered in Australia for the last three decades or so and over this time it has garnered both advocates and critics. This research examines the strengths and weaknesses of CBT as it is currently applied to the Australian VET system and whether there is cause to consider a broader approach to defining and describing competence and hence considering how best teaching and learning in VET is delivered and assessed.

This country background report was prepared as part of Australia’s participation in the OECD Education Committee Activity on Recognition of Non-formal and Informal Learning (RNFIL) in accordance with OECD Guidelines on Country Participation. RNFIL, commonly referred to in Australia as recognition of prior learning (RPL), is a major policy initiative of Australian governments, and is seen to be an important element in developing and sustaining the knowledge and skills base necessary for Australia’s social and economic future. Due to the federated system of government, Australia pursues a more decentralised and less prescriptive system of RPL with the Australian Qualifications Framework providing the national qualifications standards upon which RPL is based.
The report describes a range of innovative and successful policy initiatives that are being trialled by Australian, State and Territory governments, education and training institutions and industry for improving access, decreasing complexity and increasing support for people throughout the RPL process. The report provides evidence of the benefits, barriers, strengths and weaknesses of RPL in Australia and highlights the significant policy challenges. These challenges include limitations with the quantitative data which precludes national and international comparisons. The report endeavours to address these limitations by drawing on qualitative data from available research, a project specific survey and the presentation of a series of case studies.

The quality and rigour of assessments in vocational education and training (VET) have been a key concern of VET policy-makers. This potentially raises issues with the credibility of VET qualifications and the competence of the graduates who hold these qualifications. The authors consider the issues surrounding assessment in certificate III qualifications in aged care, electro-technology (electrical) and business. Validation is seen as being more important than moderation, which is still not fully understood or practised in a way that is commonly accepted by assessment experts and commentators. Moreover, the streamlining of recognition of prior learning is still not occurring to any great extent. The authors also explore the knowledge and practical application of the assessment of VET practitioners and identify tensions relating to where practitioners put their efforts in ensuring quality assessments.
