The development of competence assessment covering both on- and off-the-job training requires fundamental changes to the way educators and trainers have traditionally done things. This report seeks to document how much progress has been made in the area of assessment, both on- and off-the-job, and how much still remains to be achieved. The report concludes with three major recommendations for action: to raise the assessment skills of both teachers and supervisors; to specify a greater role for industry in assessing on-the-job training; and to increase the quality of the assessment procedures. This paper clarifies the meaning of competency-based training, distinguishing it from the old behavioural objectives approach, and defining competence in terms of skills (both routine and non-routine), standards of performance of those skills, and conditions.
Development issues discussed include flexibility, the division between ‘professional’ and ‘vocational’, and the role of workplace trainers. Problems associated with assessment are also explored.
The paper concludes by commenting that Australia’s policy on competency-based training and assessment is in a formative stage, and what is required is a national debate, to analyse the alternative answers to problems and deliver a strategy for the future.

This report investigates a much neglected aspect of Australian education and training, the granting of credit for past experience. Many of the issues raised concern equity for such people as unemployed or retrenched workers seeking retraining and women returning to paid employment. The existing policies in education and training which exclude a consideration of learning that has resulted from past experience are denying equity to these groups. The author looks at the reasons Australia has been so reluctant to give credit for previous experience and recommends the adoption of procedures that should be implemented to change the present situation. The focus of this OECD study is an in-depth understanding of the way that teaching and learning takes place and student progress is assessed as a formative process, using a small number of exemplary innovations. When the OECD Ministers of Education met in April 2001, a significant part of their discussion was devoted to the promotion of innovative teaching and learning strategies: this study aims to deepen the understanding of what is possible. The importance of tailoring instruction more closely to student learning needs and to individual progress, rather than to suit the administrative convenience of education systems, is a long running theme of the lifelong learning agenda. This study addresses this issue with students in lower secondary schools. In Canada, Newfoundland and Labrador led a team of five provinces, Saskatchewan, Manitoba, Ontario, and Quebec, which all provided descriptions of their policy and program context, as well as data on their particular case studies, based on an OECD questionnaire (Appendix A). Newfoundland and Labrador, Quebec and Saskatchewan also participated in the in-depth analysis by identifying a case study (based on criteria established by OECD and country experts) and by hosting a study visit from an OECD expert in April 2003. The National Occupational Health and Safety Certification Standard for users and operators of industrial equipment (NOHSC: 1006 (1992)) specifies certification classes and competency standards for: scaffolding and rigging; crane and hoist operation; pressure and equipment operation. These assessment guidelines form the basis for assessments for attainment of OHS certificates of competence covered by the National OHS Certification Standard.
The guidelines were prepared by Peter Thomson and David Foreman. The National Occupational Health and Safety Commission (Worksafe Australia) funded the National Centre for Vocational Education Research to provide guidance in competency based assessment and to manage the assessment project. Hotel and restaurant cooks’ training demonstrates differences between training on- and off-the-job. Differences are noted, for example, in amount of time devoted to skill practice and reinforcement, handling real and simulated problems, developing interpersonal skills, amount of assistance given to persons in training to meet industry standards, and consistency of compliance with those standards. The last difference points up a major dilemma: some workplaces set higher standards and use more up to date equipment than others. Thus in demanding workplace assessment as a major component of competency-based assessment, it must be conceded that national comparability across training providers is no longer possible.
