This keynote address is one of two papers (the other is indexed at TD/TNC 71.657) presented under the theme of 'What is the public role of TAFE?' and looks at the public TAFE system in Victoria. It begins by examining the recent past, then looks at the reform of the system and finally, at what it is now. The author concludes that 'TAFE is a public asset... [which] plays a vital role in the social cohesion of many communities, particularly in regional areas... [and] must be reclaimed from the bureaucrats and politicians as simply a tool of government, or industry, and all its stakeholders must be allowed to have a say in its future'.

The purpose of this project was to investigate the desirability and feasibility of allowing TAFE institutes to seek approval to deliver vocational degrees and to examine the relative merits of other arrangements similar to vocational degrees, including associate degrees. The report has been developed following extensive consultations with interested parties. Currently TAFE institutes are excluded from delivering degree qualifications. This study was established to assist the Office of Training and Tertiary Education (OTTE) in developing its views on whether existing arrangements should be maintained or changed. This study impinges on the future role and direction of TAFE and so will need to be considered in the context of other current studies. The study addresses how the relationship between the qualifications delivered in each sector should be constructed. Victorian TAFE Institutes operate within the Australian Qualification Framework (AQF) which provides for three streams of awards: schools; vocational education and training (VET); and university. The Victorian Qualifications Authority is limited to approving qualifications in the schools and VET sectors only. Even though TAFE institutes cannot be accredited to deliver higher education awards, a number of arrangements have been entered into with universities which result in TAFE teachers delivering higher education on TAFE campuses. While no statistics are kept centrally on these numbers, the estimates provided during consultations suggest that there are between 500 and 1,000 students already enrolled in these degree courses.

The Pathways Project was designed and implemented between 1999 and 2002 as part of the Victorian Government's commitment to young people. The project was set up to encourage cooperation among all stakeholders in supporting young people to plan their pathways through education and training and beyond. Following completion of phase one of the project (the evaluation of phase one is indexed at TD/VIC 69.02), 14 further programs were set up in phase two throughout Victoria. Phase two was also responding to the developments in supporting young people's participation in education, training and employment across Victoria which arose from the Kirby Report (indexed at TD/VIC 63.01). These included the development of managed individual pathways (MIPs) and the statewide establishment of local learning and employment networks (LLENs). This report provides relevant, up-to-date information for practitioners and policy makers in the postcompulsory education arena, in particular the LLENs and MIPs coordinators in schools, with regard to developing and implementing pathways programs and on the issues concerning young people and their transitions. The vocational education and training (VET) sector of Victoria has undergone reforms in recent years driven by a shortage of skilled labour and an increasing recognition of the importance of skills and qualifications in enhancing Australia's future productivity and social outcomes. As part of the reforms, significant changes were made to the fee and funding arrangements for government subsidised training. Within the context of these reforms, the Department of Education and Early Childhood Development (DEECD) asked the Essential Services Commission to examine the extent to which the design of the Government's funding mechanisms and fee structures contribute to the objectives of the Victorian training system. The Commission was also asked to examine the efficiency and effectiveness of the Government's funding mechanisms and fee structures, including: student eligibility for subsidies such as rationing mechanisms, concessions and income-contingent loan arrangements; relative funding levels for TAFE institutions and registered training organisations; prescribed minimum and maximum tuition fee levels; the weighted training hour approach based on estimated costs of delivery; the balance between government, student and employer contributions; and funding structures for higher-need learners. This report from the inquiry is in two parts. Volume one, 'Blueprint for change', is a high level strategic overview document that includes a full list of the review recommendations (including a suggested transition path), and identifies nine strategic directions for improving the efficiency of the VET fee and funding model in Victoria. Volume two, 'Technical analysis', contains the technical analysis that underpins the Commission's recommendations, and consists of the following seven chapters: (1) Introduction; (2) The VET sector in Victoria; (3) Objectives: views of stakeholders; (4) Eligibility for a government subsidised training place; (5) Tuition fees; (6) Funding VET delivery; and (7) A more competitive pricing model. This Snapshot has been prepared for key stakeholders in the Victorian training system. The first section of this report draws on data compiled by the National Centre for Vocational Education Research (NCVER), showing trends between Victoria and other jurisdictions. The remainder of the report reflects data submitted to the Department by TAFE Network providers and by other government-contracted training providers. This compares performance for the 2017, 2018 and 2019 calendar years to illustrate changes and trends for the Victorian training system over time.

The Rediscovering Mechanics' Institutes Conference 2000 was an important milestone in the renaissance of mechanics' institutes in Victoria. In the two years since the first conference 'The Way Forward' held in Kilmore, the mechanics' institutes movement in Victoria has grown rapidly and successfully. The Mechanics' Institutes of Victoria Inc. has become the recognised peak industry body representing operating institutes throughout the State.

The review of quality assurance confirmed there is enough data to confirm that training quality in Victoria is variable and the problem is not small, and there is a widespread acknowledgement that quality must be lifted. The Victorian Government released the Review report on 29 June 2015, alongside a Government response, and has accepted all 19 of its recommendations. The Government will focus effort across five key areas: (1) an immediate targeted blitz on low quality providers; (2) prioritising quality in determining eligibility to deliver government funded training; (3) improving key factors in a student's training experience, such as the duration of training and the skills and abilities of trainers; (4) actively monitoring and managing the performance of contracted training providers; and (5) empowering students and employers to drive quality through informed choices and consumer protection. This document provides an overview of how the Government plans to implement the Review's recommendations. For reference, the recommendations are provided alongside the Government's planned actions.

An Expert Panel was established in April 2009 to advise the Victorian Government on the development and implementation of a Tertiary Education Plan for Victoria. The Victorian Government saw development of this Plan as a huge opportunity to shape the future of tertiary education in Victoria and, indeed, Australia. There were three early priorities for the Panel: unmet demand, outer urban and regional provision and the architecture of the national regulatory agency. The Panel were asked to make practical recommendations in relation to infrastructure, urban and regional planning, reaching Commonwealth targets, cross-sector collaboration, alternative access pathways for school leavers and mature age people and ongoing and repeat participation in tertiary education. This progress report on the work of the Expert Panel provides preliminary data that the Panel is using to inform its understanding of the higher education landscape in Victoria. The data here enables the Panel to assess the broad trends over the past few years and directions in which Victoria needs to progress in the future. However, finer detail will be required and the information will be refined by further and more in-depth analysis of the key issues being considered by the Panel for its final report. Contents of the progress report provide overviews of the current landscape; growth projections in student demand and labour market demand; industry demand; meeting the targets; outer urban, regional and low [socioeconomic status] SES provision and participation; unmet demand; university selection instruments; and the Panel’s future work. An Expert Panel was established in March 2011 to develop a Gippsland Tertiary Education Plan. This initiative responds to the 2009 Higher Education and Skills report advising on the development of the Victorian Tertiary Education Plan, which confirmed there was an appreciable gap in participation and attainment levels between large parts of Melbourne and regional Victoria. This discussion paper represents the next step in the dialogue on tertiary education provision in Gippsland and presents a number of choices to create more local options that are viable for all students. This will include building on existing partnerships and strengthening articulation arrangements between providers, but it may also involve new arrangements. Through a series of open and targeted sector consultations, the panel will be seeking to meet with interested parties across Gippsland in August 2011. Show less
