This report documents the processes and key findings of a Benchmarking for Educational Effectiveness Project (BEEP) funded by the Office of Training and Further Education (OTFE). The focus of this project has been the development of capabilities in VET providers as they prepare to work with National Training Packages, and in particular, the Frontline Management Initiative (FMI). The project was intended to: identify and benchmark the most effective systems used to support the development of the seven identified FMI provider capabilities; validate those identified effective systems with benchmarking partners; develop a self-assessment tool; prepare a professional development kit; and conduct a range of professional development activities to ensure that what is learned from the project is maximised across the state training system. The paper describes the current training recognition system in Victoria, outlines the nature of change confronting training recognition, offers proposals for devolving training recognition powers, and asks a number of focus questions to assist in discussion and comment.
