The Brotherhood of St Laurence’s 2010 Community VCAL (CVCAL) program was tailored for young people aged 15 to 18 who had experienced barriers to education, often leading to expulsion or ‘exiting’ from mainstream schools. Located in Frankston, the program delivered the Victorian Certificate of Applied Learning [VCAL] - a Years 11-12 certificate course which combines classroom tuition with vocational training and work placements - in a community setting rather than a school. The evaluation of its inaugural year found that, notwithstanding some challenges, the 2010 BSL-CVCAL program made a significant difference to the lives of most of its students.

The report also covers apprentices and trainees, and an analysis of the alignment between training delivery and specific industry skills needs. The report produces industry, sub-industry and region-specific findings and, wherever possible, presents comparisons to developments at the state level.

The evaluation of the Centre for Work and Learning Yarra, a demonstration project to test innovative place-based approaches to promote work and learning opportunities for disadvantaged jobseekers, found that successful elements included client personal support matched to skills development and job opportunities, while challenges included labour market barriers and governance and contractual requirements. The findings point to weaknesses in current employment assistance and to potential reforms for more effective pathways to work.

These reforms will underpin a VET sector characterised by sustainability, high quality and direct industry engagement. The statement covers the following areas: (1) sustainability of VET; (2) quality of training through higher expectations of training providers, stronger monitoring and compliance checks, and user choice; (3) industry driven VET through a new model for industry engagement that will enable a stronger, direct industry voice in the development of VET, and additional support for critical and niche skill needs; (4) building trade pathways; and (5) stronger partnerships with higher education providers. On Track is an annual survey run by the Victorian Government to monitor destination outcomes of school leavers six months after they exit school. This report provides insights into the post-school destinations of Victorian students who exited school in 2013 and participated in the 2014 On Track survey (conducted in May-June 2014). In 2013, there were 54,371 Year 12 or equivalent completers in Victoria. Of these, 32,183 (59.2 per cent) participated in the 2014 On Track survey. Regardless of the education level they attain, most students leaving school choose to either continue their education or training, or enter the workforce. The desire to start working and earning money was the main reason why school leavers did not continue their education or training. In 2014, a record 77.4 per cent of all Year 12 (or equivalent) completers and over half (53.8 per cent) of early leavers, chose to further their education. For both cohorts, this was an increase from the previous year.

The Brotherhood of St Laurence and Environment Victoria, with the support of Sustainability Victoria, organised a one-day summit that explored the opportunities, enablers and barriers to green job growth in Victoria. A unique focus was ensuring disadvantaged Victorians are able to participate in the new green economy. Key stakeholders from the community, business, education, unions, the media and government came together to share ideas about how to make Victoria a leader in greening its workforce and generating new green job opportunities for disadvantaged and other jobseekers.
