Mongolia, due to the political, social and economical changes, is in need of a new educational system. This chapter is based on two studies carried out on behalf of the United Nations Educational, Scientific and Cultural Organisation (UNESCO) which looked at capacity building within Mongolia. The first study, which resulted in a needs-assessment document presented to UNESCO in 1993, forms the background of this chapter. The second study, carried out in 1994, is a proposal for UNESCO and potential donor agencies which looks at the development of distance education as a key element of educational delivery.
