Competency-based training in Australia

This paper reports on the establishment and implementation of competency based training (CBT) in Australia. The introduction offers a brief overview of the participants in vocational education and training (VET) in Australia. The historical context of CBT in Australia is outlined and a decade of CBT in Australia is described. The effect of the 1994 Allen review of CBT (TD/VIC 39.18) is discussed, and the resulting establishment of the National Training Framework (NTF) is described. The opening up in the 1990s of the national training market to include significant numbers of publicly-funded non-government training providers as well as a smaller number of private training providers is briefly touched on, followed by a section on the introduction of training packages. Issues in assessment and the recognition of prior learning (RPL) are reported. The final section sums up the positive and negative effects of CBT in Australia, with some thoughts for the future.
