Based on research in England and Wales in 1994, this paper presents a national picture of the new relations of colleges, schools and schemes in the competition for 16 to 19 year old pupils, students and trainees at a local level. It reveals common emerging patterns together with local variations and relates them to the new mixed economy of semi-privatised state provision of learning in ‘The Contracting State’. The unlikelihood of reaching the revised national targets is related to the competition between colleges and schools that has resulted from the new ‘knowledge policy’ supported by this new state. In relation to the recent merger of the Department for Education with the Employment Department this is referred to as a policy of ‘Education Without Employment’. Show less

This report analyses the interaction of a state industrial relations system and vocational training practice in selected workplaces focusing on women’s training issues in enterprise bargaining. It is based on an analysis of the training arrangements in five organisations in New South Wales (NSW) complemented by an aggregate analysis of training provisions in NSW agreements registered until October 1995. This research highlights the difficult task facing women seeking to improve their vocational education and training (VET) prospects and indicates that women have historically been denied adequate recognition of their skills and have relatively less access than men to the available training resources. Case studies were conducted in five sectors (health and community services, retail, manufacturing, hospitality, and education) and recommendations offered. Show less

A 1995 seminar of senior TAFE personnel discussed the impact teaching staff’s working conditions had on their productivity. This article outlines: the reasons why industrial agreements and working conditions are critical in TAFE; and the findings of a national survey on TAFE teaching conditions.
It was found that, overall, existing TAFE industrial agreements and working conditions are rigid, restrictive, and classroom-centred. By contrast, education in the VET sector emphasises workplace training, the integration of educational technologies, and the customising of training content and delivery. A national, strategic approach to teaching conditions is required. Show less

This report is part of research on changing work patterns in Australia over the next three decades commissioned by the Economic Planning Advisory Commission (EPAC). The authors examined the future of employment and its distribution, work organisation, and industrial relations (IR) institutions. The research indicated that trends already apparent, such as the increase in the average age of the workforce, the rise of female labour force participation, the expansion of the service industries and the decline in labour intensive manufacturing, would continue. However, opposite views emerged on certain key industrial relations and employment variables, including those that a continuation of the current trend to ‘individualism’ in IR and work would soon see greater polarisation in income, living standards and working time of Australians. Lifelong learning requires specific structural conditions and mechanisms. They can be identified in the education and training system, in company organization and in vocational training methods. Collective agreements can also help to improve continuing training and access to continuing training and thus facilitate lifelong learning. The social partners play a leading role in shaping the structure of continuing training through contracts, joint activities or through the implementation of government regulations: all these approaches are components of a systematic model of continuing training. They encompass the different policy levels of social dialogue: enterprise - sector - (national) continuing training system. Show less

Thus this article addresses these issues: extent of training provisions in enterprise bargaining agreements and changes in those provisions since the inception of enterprise bargaining in Australia; demographic profile of persons covered by agreements with training provisions; quality of training provisions included in agreements and whether these differ across industries. This paper is about the development of the training system in Cyprus. It examines a range of factors which have affected the development of the training system and the ways in which the training, economic, education and industrial relation systems interrelate. It identifies the main features of the training system and examines the ways in which it may have affected economic growth at the level of firm and the nation. The paper identifies three important features of the Cypriot system. The first one refers to the way in which the existence of a high degree of social solidarity in Cyprus has affected the establishment and the development of the training system. This solidarity constitutes a highly significant factor, the existence of which safeguards the success of the system. The second is the similarity between the Cypriot system and the model of the developmental state. The third refers to the success of the training system in Cyprus in gaining widespread acceptance in the last ten to fifteen years. This can be seen in the increase in the number of participants per year in notifiable training, from 1.42 per cent of the economically active population in 1981 to 8.21 per cent in 1991.

In this paper the authors present information on the content and educational structure of adult technical and vocational education in India. In the introduction, they outline the scope of the paper and describe the difficulties brought about by rapid rates of change in technology combined with slow rate of change in work culture. The second part examines the educational structure of India and its four educational programmes and looks at what a future policy would have to achieve. Vital issues and questions that affect future developments are raised in the third section where the authors discuss the participation rates in secondary schools, employment trends, people's participation in rural industries and women's participation. They conclude that the particular difficulties faced by India, with its long history of disparate and unintegrated systems of informal training, will have to be dealt with in a complex and individual way. They list eight core characteristics as the minimum structural features to achieve success. Show less

The results of a large human resource management (HRM) survey, run in the textile, steel, pharmaceutical, food processing, footwear and plastic sectors, are presented in this paper. Demographic and organisations' structure details, along with a brief description of HRM policies and practices concerning recruitment and selection, pay and benefits, training and development, employee relations and human resource strategy are analysed. The influence of national culture, institutional factors, business sector and dynamic business environment on HRM is evaluated. Finally, the influence of various contingent variables on HRM policies and practices is computed.
