The purpose of this paper is to examine the issues surrounding privatisation and deregulation in the context of the partially privatised Australian telecommunications carrier, Telstra. The focus will be on attempting to explain changes in industrial relations approaches in the period from 1992 to 1998. These will be analysed in the context of enterprise bargaining over this time frame. The paper will consider changes in employment, pay, the employment relationship and outsourcing. It will be argued these changes were largely due to deregulation but mediated by political contingency, especially through the privatisation process. Show less

In this paper, the authors provide an account of Australian immigration in the late twentieth century focusing on labour market and industrial relations issues. The paper chronicles the changing immigration policy framework, from one premised on exclusion to one designed primarily to serve the needs of the domestic labour market. Since 1997, the majority of settlers arrived under the skills category of the immigration program. The consequence of the policies, more by default than design, has been the transformation of society from a monocultural to a multicultural one. In spite of this, migrants from other than mainly English speaking (MES) countries often have poor labour market outcomes, sometimes well after the time of arrival. The data indicate this group to be more adversely affected by the downturn in economic cycles than other migrants or the Australian-born population. At the industrial relations level, trade unions have made a pragmatic, as well as a principled, shift to embrace immigrant workers from non-MES countries. However, the transition from a centralised system of conciliation and arbitration to a more deregulated labour market has compounded the disadvantage suffered by these workers.

While the benefits of training are acknowledged by employers and employer associations, employees and unions, and governments, little is known about the nature and extent of the training arrangements implemented within the framework of enterprise bargaining. Thus this article addresses these issues: extent of training provisions in enterprise bargaining agreements and changes in those provisions since the inception of enterprise bargaining in Australia; demographic profile of persons covered by agreements with training provisions; quality of training provisions included in agreements and whether these differ across industries.
