The contents of the plan include: industry vision for 2000-2002; review of the 1999-2001 industry VET plan; methodology for the 2000-2002 industry VET plan; executive summary; industry sector analysis; VET strategies - industry impacts; industry advice containing ten tables detailing actions and priorities; and research priorities.

The automotive industry is divided into two main sectors: repair service and retail; and manufacturing. There is very little manufacturing activity in NSW. The repair service and retail sector can be further divided into sales, mechanical, body and after-market. Other sectors covered by the Automotive Training Board include marine and bicycle. The contents of the plan include: industry vision and strategic directions 2000-2002; a profile of the industry including demographics and skill needs and gaps; industry achievements including the development of a curriculum framework for the industry and VET in schools; and industry recommendations for VET, including training recommendations for the Sydney 2000 Olympics.

The community services and health industries cover such areas as: Aboriginal associations and organisations, aged and disabled persons support, children's services, charitable organisations, community health centres and legal services, drug and alcohol services, family support services, dental and hospital services, mental health services, pathology laboratories, optical and hearing appliance services, rehabilitation and respite services, retirement communities and homes, and youth and women's organisations and activities. This paper, presented at the 'Skilling for a Small Planet' annual IVETA conference, examines the move from a Fordist to a Post Fordist era and suggests the need for a new curriculum framework for vocational education. The competency based training (CBT) system which has evolved through the Fordist era and indeed is based on Taylorist ideas, is not appropriate. The concept of a curriculum framework is presented as a means to fully analyse the curriculum aspects of the CBT system and arrive at an alternative system.

The new curriculum framework that needs to be devised should be based on the significant body of literature on cognitive psychology and approaches occurring in other countries. The framework as presented contains all the major aspects of curriculum to help formulate the new approach. In particular, the goals and objectives of vocational education need to be reconsidered. This plan sets out the strategic directions for vocational education and training (VET) in NSW for 1998-2000 and specifically addresses the ten key priorities for 1999. The priorities are: implement reforms of the apprenticeship and traineeship system; meet client needs through flexible training services; expand vocational education and training in schools and links between vocational education and training and higher education; improve language, literacy and numeracy skills; ensure quality in the provision of training services; promote lifelong learning opportunities for the community and increased industry investment in training for the existing workforce, especially within small business; improve opportunities and outcomes for individuals with special needs and for groups whose outcomes from education and training reflect social inequalities; use education and training resources efficiently; ensure that NSW has the skilled workforce required for the 2000 Olympic and Paralympic Games; and implement effective training for strategic industries and for regional development. In detailing each priority the plan outlines what action will be taken towards achieving that priority as well as detailing what has already been achieved in that area.
