This report is part of the Leonardo da Vinci project 'Literacy and vocation'. The project identifies literacy needs for workplace purposes and develops concepts and materials for literacy and numeracy education (skills for life) in Europe. The report examines the issue of illiteracy among adults in European countries. It notes that illiteracy is: invisible, but not a minor issue; affects all age groups; not exclusively an urban problem; not restricted to the socially excluded; not a symptom of incompetence or lack of intelligence; and nothing to do with immigration. The report begins with some brief real life stories, then examines the areas where literacy is essential, for example the workplace and in vocational training. It concludes with some recommendations for solutions, including measures to consider, policy priorities, and selected best practice examples. Show less
