In 2002, the Waitakere Employment and Skills Project (WESP) was formed to develop a more co-ordinated approach to matching labour demand and supply in Waitakere City in the Auckland region of New Zealand. The industries identified by WESP as growth sectors included: hospitality, plastics, health, marine and boatbuilding, engineering, road transport, electro-technology, building and construction and film and television. During the first phase of a pilot study, Massey University's Labour Market Dynamics (LMD) research programme, a lead agency in WESP, examined the skill and employment needs of employers in the hospitality, plastics, electro-technology, boatbuilding and transport industry sectors during July and August 2004. Following this, LMD interviewed 20 employer representatives in engineering, building and construction and health and 10 employers in the film and television industry at the end of 2004 and the beginning of 2005. The survey addressed the following issues: the extent to which employers face difficulties in recruitment and whether the lack of skills contribute to these difficulties; the main causes of skill deficiencies identified by employers and the consequences of these; employers' perceptions of the skills gaps among those currently employed; and the relevance and effectiveness of education and training provision for their companies. This report combines the survey findings of the 170 employers in the nine industry sectors.

The Labour Market Dynamics (LMD) research programme, funded by the New Zealand Foundation for Research, Science and Technology (FRST), is an interdisciplinary research project designed to explore and explain various dynamics of economic and labour market participation and the changes that are occurring. The first phase of the programme considered how individuals made decisions about access to, and participation in, the labour market, with particular emphasis on the life cycle of the household. The second phase of the LMD shifted to investigating aspects of non-standard work (NSW) in New Zealand. The primary concern in this paper is to get a glimpse into the lives of those working in the most precarious, contingent or marginal employment relationships. That is, those working in casual, temporary or fixed-term forms of employment and engaged in work that is at the lower end of the employment categories as defined by Statistics New Zealand in their job categories.

The vulnerability of temporary migrants in the labour market is a policy issue that has received attention from a mix of international agencies (e.g. the International Labour Organization (ILO), United Nations (UN) and European Union) and those responsible for migrant welfare locally (governments and non-governmental organisations). This report reviews the available international and New Zealand research on temporary migrants' vulnerability and exploitation in the workplace. In particular, the review highlights research gaps and whether there are effective interventions that mitigate the vulnerability of temporary migrant workers.
Key areas of enquiry include the following: What is the nature and extent of migrant worker vulnerability and exploitation? What are the experiences of vulnerable migrant workers? What are effective interventions to mitigate migrant vulnerability and reduce exploitation? What are some 'best practice' methodological approaches when undertaking research related to vulnerable migrant workers?

Over the life of the five year 'Pathways to Sustainable Employment' (PASE) project, a range of methodologies are being used to examine the way in which individuals understand and negotiate access to employment, and how employers obtain and manage labour, in an increasingly tight labour market. Objective two of PASE has a demand-side focus concentrating on the strategies and expectations of employers in organising labour supply and this report provides a descriptive analysis of the opinions of 170 employers in five industries (construction, education, hospitality, retail and manufacturing).

The 'Pathways to Sustainable Employment' (PASE) project is a five year research programme funded by the Foundation for Research Science and Technology. It examines the impact of diverse employment pathways on young people in New Zealand aged between 15 and 34 years. It also looks at the experiences of employers from a range of industries operating in a contemporary environment characterised by low unemployment and ongoing skills shortages. Over the life of the research, a range of methodologies have been used to examine the way in which individuals understand and negotiate access to employment and how employers obtain and manage labour in an increasingly dynamic labour market.

In seeking economic immigrants, especially those who are skilled, entrepreneurial and with capital to invest, a settler country such as New Zealand has assumed that national and city labour markets/economies will gain by adding to the human capital pool as well as creating new 'economic' activities of various sorts. Economic participation, both as labour but also as typically small business owners, often reflects the nature of mixed embeddedness (Kloosterman and Rath 2003) and especially the relational embeddedness (Portes, cited in, Vertovec 2009) of particular immigrant groups. This is most apparent in relation to social and economic networks, the deployment of human capital, immigrant engagement strategies and transnational activities. Using the concept of mixed embeddedness, this paper examines the strategies and outcomes for migrant entrepreneurs from the People's Republic of China, the Republic of Korea, India, South Africa and the United Kingdom, drawing upon a largely qualitative analysis of immigrant employers from these groups.
