This report summarises the outcomes of phase one of a two-part review of the endorsed metalliferous mining training package. Widespread consultations were conducted with persons and organisations in all States and Territories with an interest in the metalliferous mining industry. This included employers representing large, medium and small metalliferous mines and processing plants, State training authorities, industry and professional associations, unions, regulatory authorities, registered training organisations (RTOs), employees, students and trainers. In all over 600 persons or organisations were consulted. The phase one review found the implementation of the metalliferous mining training package was still in a comparatively early stage. There has been a reasonable degree of market penetration but the uptake has been enthusiastic and spread across all states and territories, although many of those undertaking training are only part way through their qualifications. It was also encouraging to find that a significant number of partnerships between enterprises and RTOs have been formed nationally. Although a significant number of large mines were using the training package, many enterprises, particularly the small and medium mines were not using it even if they were aware it existed, due mainly to lack of understanding of the value and use of the training package. It is recommended that an important priority for phase two of the review would be the development of a marketing program that targets the market segments and uses personal contact in regional networks. This would encompass an awareness raising strategy with the assistance of the National Mining Industry Training Advisory Body network and RTOs to promote the benefits of the use of the training package from an industry perspective. The training package has been welcomed in an industry where little formal training or recognition of employees skills had been in place. Those consulted saw it as a valuable resource and a positive step, even though much of the training and assessment that was occurring was to recognise the skills of existing workers rather than for trainees as new entrants to the industry, or for the achievement of qualifications. The consultations provided consistent comments regarding the strengths and weaknesses of the training package.

This report summarises the outcomes of stage one of a two-part review of the endorsed 'Black coal training package'. Widespread consultation with stakeholders was carried out. This stage of the review found that the implementation of the training package was at an early stage within the industry. It found that although some mines were using some components of the training package, most small and medium mines were not. As well, the awareness level about the training package was not high among mine-site management and was particularly low amongst contractors and equipment suppliers. The development of a marketing program that targets specific groups within the mining industry was recommended. Show less
