Are there too many underutilised qualifications in the Australian vocational education and training (VET) system? Are some qualifications past their expiration date? One method of reducing qualifications involves grouping them into vocational clusters so individuals can train for several jobs at once. This approach also creates greater transferability of skills in the labour market. Do we have the appetite for such transformative change? Is there a role for good quality training that may sit outside the formal national training system? Steve Davis talks to Professor John Buchanan, Business School, University of Sydney, David Morgan, Chief Executive Officer, Artibus Innovation and Simon Walker, Managing Director, National Centre for Vocational Education Research (NCVER) about the notion of 'clustering' qualifications into vocational streams for a range of occupations and how it could be achieved.

A new emerging skill set is emerging across engineering disciples - a trades person of the 'internet of everything'. From advanced manufacturing to renewable energy a 'design thinking', business savvy, quality focused paraprofessional is an emerging occupation. There are acute shortages of paraprofessional engineers across Australia with currently insufficient graduates with paraprofessional qualifications to meet employer demand for people with technical skills in engineering-related occupations. This was recognised as an issue of concern in Tasmania with employers coveting vocationally skilled employees yet there being a deficit of pathways for people to move into these roles. Such is the level of skill shortage that in the civil construction sector alone, it is forecast that 200 para positions will be required to fulfil the Tasmanian Infrastructure Pipeline Projects. This report explores the skills and competencies required by paraprofessional engineers supporting Tasmanian industry, the capabilities required at different levels within industry and where those skills and competencies can be sourced within the education sector.

Numerous previous studies, including projects conducted under the auspices of the Office for Learning and Teaching and its predecessors, have focussed on benchmarking in universities, in areas ranging from archaeology to leadership and advancement of standards for sessional teaching. The small-sized, private higher education provider institutions' needs have not received similar level of attention even though it is expected that the private higher education sector will expand to contribute up to 30 per cent of the total higher education enrolments by 2020 (Shah and Lewis, 2010). In order to address this gap, this project sought to examine the needs of these smaller institutions, testing the lessons learned in practice and thus improve their quality of capability in the context of Australian higher education. The specific purpose of this project was to benchmark assessment moderation in four colleges by applying the Garlick and Pryor (2004) model of benchmarking.
