The Self Employment Promotion Initiative (SEPI) loan scheme, which was implemented during the period of 2003 to 2006 under the skills development project, has provided a loan facility to 819 trainees who have graduated from vocational training (VT) institutions, in order to start up self employment. Research was conducted on 127 loan holders from 16 districts based on a questionnaire survey. The objectives of this report are to: (1) find out the effectiveness of the SEPI loan scheme; (2) identify the characteristics of established businesses initiated under SEPI; and (3) identify the draw backs of the loan scheme.
