Owing to the geographic proximity of Korea, China and Japan, their mutual political and economic dependency has gradually increased, making their cooperation in various fields essential. There is an increasing need for middle- and high-level workforces and so far, the three countries have been applying efforts on national level to prepare policies for importing such workforce as needed. In this study, experts from Korea, China and Japan through joint research, analyse the possibility of labour force exchange based on a trilateral mutual recognition agreement (MRA) of qualifications in the information technology (IT), tourism and automobile sectors in the three countries. Basic policy directions for the creation of a common regional qualification framework are provided, for Korea, and for the Asia Pacific region through the establishment of a multilateral cooperation system and the Regional Qualification Framework (RQF).
