This paper examines the UK government's employment-based anti-poverty strategy in terms of those at the bottom end of the labour market. The authors discuss the limitations of this strategy, the scale and extent of low pay, and propose key elements of a 'new deal' for the low paid. Following a summary, the paper contains the following sections: what has been achieved on employment and poverty; tax credits and the minimum wage; low pay and low paid jobs; the quality of low paid jobs; beyond the current strategy; and a new deal for the low paid.
