This publication is one of a series of Education Papers issued from time to time by the Education Division of the Department for International Development. Each paper represents a study or commissioned research on some aspect of education and training in developing countries.

The use of cost-benefit analysis is now widely accepted, particularly in connection with the development of education systems in developing countries and is seen as preferable, both in theory and in practice, to the major alternative techniques, namely manpower planning and the social demand approach. This paper discusses the issues involved with the use of cost-benefit analysis, some of the advantages and some of the problems, such as the availability and accessibility of data. The author reviews the current state of research relating to educational cost-benefit analysis and suggests a number of possible modifications. Show less
