With passage of the School-to-Work Opportunities Act (STWOA) of 1994, national attention has turned to the systems in place in this country for educating and training people for work. Historically, vocational education has made up the major share of such efforts. This publication provides educators, policymakers, and researchers with the most current data on the vocational education enterprise and some data that are available on other school-to-work activities. This report, which was produced about three years after the publication of 'Vocational education in the United States: 1969-1990' (indexed at TD/IRD 88.02), extends the available vocational education data up to 1992, and provides some trend information on the decade spanning 1982-1992. It also provides information on public high school graduates and teachers and on nonbaccalaureate students (those pursuing less than a bachelor's degree) in a variety of postsecondary institutions. Additionally, this report covers a number of key issues including the integration of academic and vocational education, the access of special populations to quality programs, and the access of individuals to programs nontraditional for their sex. Finally, this report provides information on most of the targeted equity populations: women; Indigenous people; people with a disability; people of non-English speaking background; economically disadvantaged people (both urban and rural); single parents; and incarcerated people. Finally, the report concludes that vocational education encompasses diverse objectives, activities, providers, and participants. No single description of the vocational education experience covers all situations. Experiences vary among education levels, types of schools and institutions, vocational program areas, and groups of students and teachers. The report presents a wide array of data that shed light on these different experiences and help to understand the complex nature of the US vocational education system in the early 1990s. Show less

It reports on key outcomes, including high school completion, enrollment in postsecondary education, progress toward or completion of a college degree, family formation (marriage and having children), and employment status and earnings. The analysis of key postsecondary education and employment milestones control for demographic and high school academic characteristics that are associated with such outcomes. The analysis uses nationally representative data from the Education Longitudinal Study of 2002 (ELS:2002).

This report examines change and stability across two decades in the sociodemographic characteristics, educational experiences, and postsecondary outcomes of US high school graduates with different occupational course-taking patterns. The expansion of new types of career and technical education (CTE) within magnet schools, career academies, and traditional high schools, and the increasingly accepted perspective that all students can benefit from training that improves their workplace skills, suggests that the old divisions between college-bound academic education and work-oriented occupation preparation are less apparent. To examine whether this is the case, this report analyses three high school cohorts - the graduating classes of 1982, 1992, and 2004 - and compares their involvement in CTE and occupational courses, their academic course-taking and achievement outcomes, and their initial postsecondary school and work experiences.
The findings for five topics are presented in separate chapters: (1) participation in CTE; (2) academic and occupational course-taking; (3) math achievement; (4) initial postsecondary education; and (5) initial postsecondary employment experiences. The authors find that CTE, as measured by occupational course-taking, has moved from being a clearly delineated vocational track for graduates heading to jobs immediately after high school to an exploratory program for an increasing proportion of both academic and general curriculum graduates. This shift from 'track to field' involves smaller groups of graduates intensively studying an occupational area and larger groups of graduates earning a few occupational credits. It also coincides with shifts towards more academic course-taking, improved academic achievement in math, and more involvement in postsecondary education for those with more involvement in occupational preparation.

Identifying policies and practices that can support foster children and youth not only to complete high school, but also to enroll in and complete postsecondary education credentials is key to these students' future self-sufficiency and success. To provide critical information for developing such policies and practices, this report presents ground-breaking analyses of education and child welfare data on high school-aged foster youth in California. Researchers from the Institute for Evidence-Based Change (IEBC) and the University of California, Berkeley's Center for Social Services Research (CSSR) sampled data on approximately 11,300 youth who were in foster care at some point during grades 9–11 from 2002–03 through 2006–07 and for whom California Standardized Testing and Reporting (STAR) data in English-Language arts were available. Their analyses of these historically separate data demonstrate that foster youth graduate from high school, enroll in community college, and persist in community college for a second year at lower rates than not only students in the general population but also other disadvantaged students. This report first profiles the foster youth whose data were analyzed and then presents comparisons of their education outcomes with those of a matched sample of other disadvantaged youth as well as the general population.
