California has experienced immense shifts in demographic composition in recent decades, stemming from patterns of international immigration. Increases in populations which have traditionally experienced less educational success account for much of the past and anticipated growth. Coupled with differing returns to education by ethnicity, these shifts have important implications for individual well-being, demand for state services and state revenues. Using a projection methodology which incorporates educational attainment and nativity in addition to the standard elements of age, race/ethnicity, and sex, [the authors] examine the trends in composition of cohorts in the ages attending secondary and post-secondary school. [The authors] then use these projections to model the effects of four different regimes of student progress in the educational pipeline on state investments in post-secondary education and subsequent financial returns to the state.

Politics, economics, and technology have conspired to make this an exceptionally challenging time for American higher education. Some critics claim that costs are out of control in traditional public and private nonprofit higher education. They believe these institutions will soon go the way of the railroads as for-profit institutions displace them and the Internet replaces college campuses and classrooms. Other critics bemoan the privatization of higher education and the increasing role of market forces. Still others think higher education has lost its way and fails to focus on educating undergraduates. With their cries of alarm and simple nostrums for change, these critics often miss the mark because they do not recognize the strengths of the current system and the complexity of the problems it faces. Yet defenders of American higher education who paint a rosy picture are held too much in thrall by its venerable traditions, manifest accomplishments, and worldwide reputation for excellence. The modern university is worth protecting but it must also change in substantial ways.

This report conducted by researchers at the Institute for the Study of Societal Issues at the University of California, Berkeley was commissioned by the Campaign for College Opportunity and co-released with the California Civil Rights Coalition and the California Chamber of Commerce. The report answers two questions: What are the benefits of investing in higher education? And, is it worth it for Californians? The study concludes that the benefits of higher education extend well beyond the direct payoff for students and include substantial gains to the state, and it is indeed worth the investment. California's higher education investments pay off for all of California, not only for the individuals who receive a college education through increased lifetime earnings, but for the state in increased tax revenue and reduced costs for social welfare programs and incarceration.
