In 2009 an Expert Panel, led by Professor Kwong Lee Dow, was commissioned by the Victorian Government to advise on the development of the Victorian Tertiary Education Plan. The context is the Commonwealth Government’s policy statement, ‘Transforming Australia’s higher education sector 2009’, which was in response to the findings of the Review of Australian Higher Education, 2008, referred to as the Bradley Review [indexed at TD/LMR 85.696]. This report of the Panel’s work was developed following consultation with stakeholders at a series of roundtable meetings across Victoria, meetings with education experts and commissioned research. The Panel’s major focus has been: the introduction of a student demand-based funding allocation system (so called ‘universal entitlement’) by 2012; the introduction of a target of 40 per cent of 25-34 year olds attaining a qualification at bachelor level or above by 2025; and widening access to higher education to previously under-represented groups. The report will be used by the Victorian Government to develop the Tertiary Education Plan. This plan will also be informed by the work of the Youth Transitions Interdepartmental Policy Unit, a unit working across both the Department of Education and Early Childhood Development (DEECD) and the Department of Innovation, Industry and Regional Development (DIIRD) to construct a new policy framework designed to increase the proportion of young Victorians making a successful transition from the start of senior secondary education to strong career paths by the age of 24. Among the Panel’s principal findings were: (1) Victoria will require around 47 per cent bachelor level attainment to meet its needs, this means an extra 10,000 graduates per year; (2) improving equity and participation in higher education for under-represented groups will be particularly challenging; (3) growing tertiary education provision will require better defined pathways between TAFE and universities, cross-sectoral linkages and robust alternative selection mechanisms; (4) adequate preparation of students is the key to increasing participation; and (5) there is considerable potential for universities and TAFEs to work collaboratively on articulation, preparation of students and TAFE delivery of higher education. The Victorian workforce development system seeks to increase the number of people undertaking training in the areas and at the levels where skills are needed for Victoria's economic and social development. It is underpinned by a student entitlement to vocational education and training. Victorians are now provided with an entitlement to government subsidised training in any area they wish to study. This brief paper outlines progress to date with the implementation of Victoria's training market.

This document summarises the main findings and recommendations of a review of industry and enterprise engagement in Victoria's vocational education and training (VET) system to improve alignment between VET outcomes and industry needs, and specifically to: review the existing VET system architecture for enabling the participation and contribution of enterprises and industry organisations to ensure the provision of responsive vocational education that meets labour market needs; and identify strategies to increase the level of enterprise and industry participation and contribution to vocational education. The review, undertaken by Boston Consulting Group (BCG) in conjunction with Skills Victoria, included wide consultation with stakeholders. The review found that, despite some recent and proposed changes to the system architecture for industry and enterprise engagement with Victoria's move to a more market based training system, there is a clear case for more fundamental change. In particular, the review noted the need for a more flexible, responsive system architecture that could identify and address strategic issues and target resources into highest priority areas, as well as help drive the culture change needed for enterprises and industry bodies to engage directly with the training market. It also noted the need to improve and expand the training information and navigation provided, so that enterprises and students can make more informed decisions on training and to foster the development of a more competitive training market that meets Victoria's needs.
