This paper describes the development, structure and growth of SMP Terbuka (Open Junior Secondary School) in Indonesia. This system provides junior secondary school education through distance education to disadvantaged students. It is argued that as the system is becoming a key component of the educational infrastructure, it plays a vital role in human resource development and as a platform for lifelong learning in Indonesia.
