The Apprenticeships Reform Advisory Group was convened in September 2015 to provide advice to the Australian Government on options for reform of the Australian Apprenticeships system. Recommendations target three key reform areas - restructuring of apprenticeship incentives, a new pre-apprenticeship programme, and piloting alternative models of apprenticeship delivery - as well as providing options for broader systemic reform.
Seven recommendations go to the heart of encouraging apprenticeship opportunities using financial levers. The Advisory Group believes the Australian Apprenticeships Incentives Programme remains a vital mechanism for encouraging participation. In addition, the Australian Government should consider linkages between its skills programmes to better target investment in ways that support the creation of new apprenticeship places and enable workforce development. [The Advisory Group's] considerations for a new pre-apprenticeship programme have resulted in four recommendations that cut to the need for national consistency, defined stages of work readiness and improved connections between schools, young people and employers. For the final priority area, [the Advisory Group] provide five recommendations to support the validation of, and engagement with, existing alternative models of apprenticeship delivery.

Over the past two years, the Apprenticeship Employment Network (AEN) has delivered over 180 pre-apprenticeship programs to 2200+ youth with a range of training providers and industry stakeholders to develop the curriculum and assessment requirements and hands-on activities for a range of holistic vocational programs. Australian group training organisations (GTOs) develop local programs to suit potential employment (apprenticeship) needs, and coordinate the work experience placements and assist schools and vocational training providers with the multi industry pre-apprenticeship training programs. These programs are designed to assist youth make better informed choices on their career pathway options post-secondary school and to assist youth transitioning from school into employment.

Australian apprenticeship participation has been declining over the past few years, with completion rates hovering around 50 per cent in most industry sectors. Our experience has shown that young people 'sign-up' to a four year apprenticeship without having a strong understanding of the trade, their long term career goals or the employers expectations. Group Training Organisations (GTO) were established in Australia in the 1980s to support individuals and employers, and this sector have recently been piloting a new multi-industry program which assists with overcoming many of the traditional reasons for non-completion.
