This [European Union] EU-wide study, which was commissioned by the Directorate-General Employment, Social Affairs and Equal Opportunities, provides a comprehensive and comparative overview of traineeship arrangements, including legislative/regulatory and quality assurance frameworks, in all 27 member states. It was conducted by the Institute for Employment Studies (IES) (lead co-ordinator), the Istituto per la Ricerca Sociale (IRS) and the Bundesinstitut für Berufsbildung (BIBB) in collaboration with an EU-wide network of regional and national experts. It includes French and German summaries.

This research focuses on the demand for and use of literacy and numeracy skills in low paid work. The motivation for the research is to examine the assumption, widely espoused by policy makers, that literacy and numeracy skills are vital at all levels of the labour market and that deficiencies in these skills are the source of widespread economic problems. The primary aim of this study is to understand the extent to which employees in low paid occupations use literacy and numeracy skills in their work. Alongside this, the research considers the extent of mismatch between the skills of employees and the demands of their job, the extent of change in the demand for literacy and numeracy skills and the sources of demand for literacy and numeracy skill.
Methodologically the research focuses on qualitative case studies of frontline work in two major low paying sectors, retail and residential care. Research took place in three nursing homes in England and three retail outlets in South Wales. This qualitative analysis is supplemented by a quantitative analysis of the Skills and Employment Surveys from 1997 to 2012, which provides a broader picture of the extent of and changes in the use of literacy and numeracy skills in low paid work. The research raises doubts about the extent of demand for literacy and numeracy skills in occupations at the lower end of the labour market and the incidence of deficiencies in the skills of employees. This in turn leads to questions about the viability of approaches to literacy and numeracy policy predicated on these assumptions.

This report was prepared by ILO as a basis for discussions at the Tripartite Meeting on Human Resources Development, Employment and Globalization in the Hotel, Catering and Tourism Sector. This paper presents an overview, drawing on existing literature and data, of the employment situation of disabled people, looking at the recent past and possible future developments, with a particular emphasis on the role of skills alongside other factors in influencing that situation. Disabled people are hugely disadvantaged in labour market terms, however disability is defined and measured (there are complex issues of definition and measurement). The paper provides an overview of disabled people’s labour market situation and the role of skills in contributing to that situation, drawing on existing research and data. It goes on to provide more speculative conclusions on the impact of the recent recession and future economic developments on disabled people’s labour market participation; and, finally, it highlights key policy issues.

This report develops our understanding of employer networks and their role in stimulating skills development and/or innovation. The project was commissioned as part of a series of work to inform a better understanding of levers to stimulate employer investment in skills and included other projects on understanding levies, and occupational regulation. The report explores the mechanics of how networks are established and organised, and why; drivers of employer engagement; the kinds of activities delivered for or by employers; the conditions which support network activity, as well as the challenges; and the outcomes and impacts on employer growth and investment in skills. Previous research has shown that there is considerable potential to make use of employer networks as a policy lever to increase skill levels and innovation in UK workplaces. The research supports the idea that employer networks can indeed have a substantial role. Case study employers reported that the most common benefits of network activities were: access to suitable training provision; reduced transaction costs of organising training and negotiating course content; and economies of scale through design of industry-standard qualifications. The report provides some valuable insights and discusses the implications for stakeholders who are engaged in investing in, leading and establishing networks to address skills gaps and innovative capacity. The learning from this research is of potential interest to organisations bidding for investment opportunities.

In April 2010, the UK Commission took over strategic ownership of the Investors in People (IIP) Standard. This evidence review draws on a wide range of research from the last 10 years to develop a deeper understanding of how IIP is perceived and to provide evidence of the impact of the Standard on the businesses which are accredited. The review provides the UK Commission with a consistent narrative on IIP to date. Over the past twenty years Investors in People has become an enduring feature of the UK skills policy landscape, as a training tool and as a business development tool for organisations. There is evidence of a continuing concentration of accreditations among larger organisations and employers in the public sector. The review identifies many reasons why employers engage with IIP. These differences in motivation are likely to influence the impact of IIP on organisations, which are commonly measured in the literature as relating to training levels, operational performance and business outcomes. There is a mixed understanding among employers and stakeholders as to whether IIP is a training tool, a business development tool, or both. The report raises interesting questions about the future objectives of IIP in encouraging more employers to invest in workforce capability.
