This report is part of a suite of research projects on apprenticeships under the overall theme of ‘Making work-based learning work’. The research is being carried out by the LSDA and is funded through the Learning Skills Council’s (LSC’s) core contract. The research for this report began prior to the apprenticeships reforms of May 2004, but has aimed to address the issues pertaining to Modern Apprenticeships (MAs) as progression routes to higher education and in particular, to foundation degrees (FDs). The research findings are part of particular interest at a time when there is a major review under of the 14-19 curriculum and the importance of developing vocational qualification routes for young people both in the workplace and in education (DfES 2004b-The Tomlinson Review).

Skills Dialogues constitute a series of consultations with all major industrial and business sectors in the UK, generating high quality authoritative skills assessments for each of these broad sectors. Their purpose is to improve the quality of information available on skills at sector level and to provide an effective means for national training organisations (NTOs) and employers to contribute to the planning and implementation of education and training provision in their sector. This report is the result of the Engineering Sector Skills Dialogue and provides an assessment of trends in employment and skill needs and associated issues in the engineering sector. The introductory chapter provides details of the scope and coverage of the dialogue and describes the context, main economic trends and other factors influencing engineering skill requirements. Chapter two contains a discussion of the evidence on trends in demand for engineering skills and chapter three examines the supply and availability of such skills. Chapter four investigates the main demand-supply imbalances. The key messages are: (1) there is still a strong demand for engineering skills in the UK economy despite the long-term decline in much of engineering manufacturing; (2) there is particular demand in the fast-growing electronics and telecommunications industries; (3) a number of engineering employers are experiencing difficulty in recruiting staff mainly because of a shortage of people with relevant skills and experience; (4) skill shortages are apparent at all levels but particularly at the higher end of the occupational spectrum; and (5) the main skill gaps are in specific technical and practical skill areas but personal and generic skills are also in short supply. Responsive interaction between further education (FE) colleges and employers, learners and the wider community, is manifest in enhanced student learning and the ongoing provision of the skilled workforce required by employers. Successful interaction is vital if FE colleges are to play a key role in the economic and social development of the United Kingdom (UK). This document reports on the outcomes of a study to explore the level and nature of interaction between FE colleges and employers, and factors affecting the success of partnerships. The research builds on an earlier project which summarised good practice in the development and management of college-employer interaction. The present study sought to further develop the classification of interactions and criteria for their evaluation, to identify college and employer policies that facilitate effective relationships and factors that hinder success, and to propose strategies to increase interaction and minimise barriers. This report outlines the methodology and the classification of college-employer interaction, describes the changing context of such interactions, details interactions in practice, and concludes with a summary of the main findings and recommendations for improving the responsiveness of interactions. An appendix contains detailed case studies and evidence in support of the report. Show less

Purpose - The purpose of this paper is to introduce a selection of papers on the subject of graduate training and development, covering current trends and issues. Design/methodology/approach - The paper outlines the special issue which identifies developments in the field of training for graduates, recruitment, their transition to work, and their continuous development. Findings - The papers discuss various ways that generational differences play in competitiveness and success among graduates and it is argued that 'Generation Y' possess very different characteristics from their predecessor generations. Companies have become more wise to recruitment, managing the pool of talent with potential positions in mind. Originality/value - This paper, a part of the special issue, considers recent developments in the field of graduate recruitment and development.

This report presents findings from an evaluation of the Higher Education Transforming Workforce Development Programme. The evaluation was conducted by CFE Research and Consulting (CFE) and the KSA Partnership (KSA) on behalf of the Higher Education Funding Council for England (HEFCE) between September 2010 and July 2011. HEFCE implemented the programme as part of the UK Government's response to the Leitch review of skills. The programme was designed to be part of 'radical approaches that can lead to much higher levels of access to higher education by older people already in the workplace. This means models of [higher education] HE that make available relevant, flexible and responsive provision that meets the high skill needs of employers and their staff'. HEFCE provided funding to support growth of at least 35,000 new entrants to HE that are co-supported by their employers. This funding has supported a diverse range of projects, including two led by Sector Skills Councils, and the HE Academy has developed examples of effective practice and facilitated networking of the project institutions. The report has found that institutions successfully implemented new infrastructure which has led to development of relationships with employers. The report points to areas that need further development if institutions are to continue to develop their activities. Co-funding will be phased out as part of the wider reforms to students fees and finance so those institutions involved in the co-funding model will be required to move to a sustainable alternative.

This is a report on a scoping study designed to inform a major project on work-related learning (WRL) at three Scottish universities (Glasgow, Glasgow Caledonian and St Andrews). The 'Universities Work-Related learning Project' aims to embed work-related learning into the curricula of the three partner institutions, in a range of subjects in order to enhance the employability of their graduates. Through research and development with students, academics and employers, the project is expected to produce a strategic shift in institutional cultures and also promote a sector-wide change in approaches to work-related learning in Scotland. In particular, the universities hope to create new approaches to work-related learning which go beyond the familiar 'work placements' model, giving particular attention to students in nonvocational subjects.
The main purpose of the scoping work was to provide a baseline of knowledge which would feed into the feasibility stage and research of the universities' project, and also help give it an impetus at its commencement.

The paper focuses on the role of state and public policy in encouraging workforce development and highlights the role of the community colleges in meeting an expanding role in economic and workforce development in their local economies. Also examined are vocational progression pathways from school to higher education and linkages between education and employers. It also offers some recommendations for English policy makers dealing with education and skills issues. Show less
